I agree, particularly users from non-Debian systems are much more likely
to find documentation via man and not dpkg -L.
The undocumented manpage already points people to other possible locations
such as /usr/doc.
So, I object to Roland's proposal and do not think policy should be changed,
except to remove the bogus bug reports for these manpages.
