Manoj, this bug was not a proposal to be accepted or rejected. I reassigned this bug to debian-policy because of a disagreement between the maintainer and the submitter, following Ian Jackson's recommended procedure about disagreements in bugs reports. The maintainer should explain the reason why he closed the bug (he never did it). It could be that he does not think it is a bug or it could be that he does not want to fix it (what it seems according to the mail in which he closed the bug), but he never fully clarified this.
