I'd like to second what Branden Robinson proposed in #53759, and what Joey Hess proposed in #51879 (as amended by Antti-Juhani Kaijanaho, of course). I would also like to say that we should hold up anything related to #42052 (mailboxes location), #38902 (data section), #39299 (bz2 source packages), and #53762 (X-dependant packages moveout) to woody (or whatever the next unstable/release will be called) because implementation of those will require way too much work for potato. We already have the FHS translation to finish in potato, and that may not be done in time for release (personally I'd be happy with only 2/3 of the packages converted in potato), so let's not pile up too much work.
