This is a completely spurious argument. For example, take qmail: (1) It includes a manual page for every included program, and (2) It's not even a debian package. Or, for example, there's no "X" debian package. Yet, if you look at xbase-clients, for example, you'll see that there's an outstanding bug report for every program which is missing a binary. Finally, there's no requirement in policy that every single file have a man page. Ever single program, sure, but that's not the same thing. -- Raul
