I guess I proved that point a little. I guess what I should have said is that from past policy (which I am more familiar with) I had the feeling that everything under /etc had to be a conffile. This perception is wrong, but it takes a little time for maintainers to get familar with current policy. I'll do my bit and will try to read it again ASAP.
