This is probably off-topic for debian-policy, but dependencies is not particularly useful for kernel modules. What should happen in this case is that the library (or the calling program if the interface permits) should produce a helpful message when /dev/3dfx cannot be opened (hopefully it already does so in the case where it does not exist) because of ENODEV. -- Debian GNU/Linux 2.1 is out!
