I can see there are some daemons (like junkbuster and maybe syslogd)
which runs as root even if they could run as a non priviledged user.
What about adding a policy statement to outlaw that?

A --user option could be added to start-stop-daemon.

Well, this one never really got much support and had objectors; it's
already been marked as rejected, so I'm closing it.

We still do need some coding and security guidelines....
