Taking the entire sentence into account, you are almost right. IF you are using a url, THEN <mine> -maybe- </mine> you don't need a style. I would advance, however, that it doesn't have to be a url, and further that it's possible for the same url to be hit with different styles should the recipient of the hit be designed for that. (I can prove this with existing code if you would like, or are interested in the subject. <meta-to-myself quotations.tcl top>) Also, the style parameter might specify that the given url is a stub, and is to be filled in in some particular way. Summary of this point: there are more possibilities than you suggest.
