Looks like whoever wrote this was utterly clueless -- this is only a token prohibition. But, since it is the u.s. government, I don't think u.s. citizens can afford to ignore it. And, since it is a prohibition, I think u.s. debian sites can get in trouble if they violate it. -- Raul
