Were that true, then we should probably remove dpkg-dev from the
build-essential list.  But I don't think it's true.  From the
description of the build-essential package:

 This package contains an informational list of packages which are
 considered essential for building Debian packages.

I think that debhelper definitely qualifies as much as g++ does,
although I do still agree that there are currently good short-term
reasons for not including debhelper yet.  Longer term, though, I
definitely think we should consider reopening the question.
