Please note that a policy saying "you should split your package if it's larger than X" is different than a policy saying "you should not split your package if it's smaller than Y" (which is what started the thread). If both policies are implemented, Y should be less than X (not equal) so that there is a middle ground in which it is up to developers to split or not to split. Thanks.
