I would like to remember that this is not a policy proposal but a request from the base-files maintainer to discuss it there the proposal to add /run to base-files. This proposal get one second so far. I am sure it will get more seconds when Debian will have more use and support for /run. So the state of this is 'pending implementation' rather than shelved, unless of course I am mistaken about the meaning of 'shelved' here.
