Which is the best to use in a debian/copyright file, the
/usr/share/common-licenses/GPL symlink or the
/usr/share/common-licenses/GPL-2 file?

If the program is licenced under the GPL 2 only obviously the GPL-2
file is correct but if it is GPL 2 or later it makes sense to me to
use the GPL symlink which will presumably get updated along with any
new versions of the GPL.
