the change would make it reflect the fact that this is already the
reality--that yes packages that do not comply with policy are allowed in
a stable release etc. we then put a certain level of trust in the RM's
that they won't abuse this (we are already doing this too).
this way, when a package maintainer doesn't have the RM's to back them
up (any other time than when preparing for a stable release), bugs can
keep their priority/severity where they ought to be. ideally the list
of exceptions could be published somewhere as an addendum/errata for a
stable release.
i'm just nervous that the other s/MUST/ought to/ type compromises in
policy will have a much worse effect.
