The general consensus in the bug discussion seemed to be that this was a cooperating group of packages using the virtual package privately, which doesn't require registering it with the central list. I'm not sure where the line should be drawn for that, but in this specific case, there doesn't seem to be a problem that would be fixed by including this package on the list and everyone seems to be happy with leaving it as a private-use virtual package.
I'm therefore rejecting this proposal.
