having re-read it yesterday i don't think that's the intention for it
to say something different. from 1.4.2:
For packages providing automated assistance, database
installation/configuration should be considered as part of the
package installation process. A failure to install a database
should be considered a failure to install the package and should
result in an error value returned by the relevant maintainer
script.
it does, however, additionally stipulates that there should be an "opt
out" (1.4.1) option which does nothing and successfully configures
the package.
note that this was written quite a while ago, when policy itself was
pretty inconsistant on the use of "installation" vs. "configuration" and
shares the same ambiguity here.
