I think this report contains multiple proposals.  Let me try to
summarize (and please correct me where I go wrong).

First, the problem being addressed: a debian/copyright file like this:

        Files: *
        Copyright: yyyy-yyyy etc
        License: GPL-2+

        License: GPL-2
         etc

or this:

        Files: *
        Copyright: yyyy-yyyy etc
        License: GPL-2 with Font exception

        License: GPL-2
         etc

is not considered valid because there is no "License: GPL-2+"
or "License: GPL-2 with Font exception" paragraph.  Right?
