One of the reasons why we've maintained it in Policy is that I don't know of another good place for it. There should really be a list that includes descriptions and rules for what goes into each section. That feels like a Policy sort of thing to me in terms of where to distribute it from, but note that the section list doesn't follow the Policy change process.
