As you can see it was sent to debian-devel-announce and signed.
I have no idea why it did not reached debian-devel-announce,
maybe because I failed to remove the In-reply-to field.
That would indeed do it - mails to dda that appear to be replies are
automatically redirected to -devel (as they're most commonly the result
of someone hitting reply-all on a dda post).
