These patches is an attempt to finally put #181123 to rest. It tries to strike a well balanced middle ground between existing debian state of the archive and the LSB. The main focus has been to atleast mention the actions where previously left out of policy while being documented in LSB.
This entire chapter still needs a major overhaul given the world no longer only revolves around (sysv)init scripts. That's no reason not to start with this small first step though....
