Hello, I created a new repo for accepting translations, writeable by all DDs:

I've added a note to README.md that we should pull from that repo before
releasing.
It is a separate repo because:
- we don't want merge requests against policy.git for other reasons
- when pulling, it is easy to verify that the translators didn't touch
any other files
- GitLab CE doesn't support default merge requests templates where we
could write "translations only please" (you can add merge request
templates but you can't use it as a README for those submitting them)
