As a data point: I've seen interesting test failures that were caused
by a missing /etc/{services,protocols}, which took me some time to
find out the cause. Since I became aware of the issue, trying to add
netbase as a build dependency happens much faster :)
In general I have no strong opinion but having netbase in
build-essential would for sure have saved me and probably others some
time.
