4.6.4.1 says
Note that development under unstable continues during the freeze
period, since the unstable distribution remains in place in parallel
with testing.
During the freeze maintainers should not upload stuff to unstable unless
(a) the package is not in testing, or (b) they are planning to request
an unblock.
The current text seems to suggest everything carries on as normal in
unstable.
Maybe experimental should be mentioned as partly taking over the usual
role of unstable during the freeze.
