To lower de price of the machine (G5 or Mac mini) you could consider 
contacting a software firm with a Development contract with Apple or an 
educational institution which has a lower cost for equipment than mere 
mortals.
The machine will be used for software development and a lot of 
educational institutions may be interested in a stable 64 bit debian 
GNU/Linux port for the Powermac,
For example you could purchase Apple equipment for as much as 20% less.
