ibook2 "XkbOptions" "ctrl:nocaps", does it work?

I am trying to reamp the ctrl and caps keys on my ibook2.

>From the log file, the line

Option "XkbOptions" "ctrl:nocaps" 

was read, but nothing happens.  How to debug?
