It's a couple of places in the install manual. We have an online search function for the Debian site. When I tried it for 'modem' I got 79 hits, and about 65 of those were for different architectures and versions (slink/potato/woody) of the install manual. I wonder if we could get a little more sophisticated with our search results, or maybe our search engine - so the user could pick, if interested, an architecture / language / release. Or rather than picking the release, we could just list the most recent docs first.
