The last time I tried on my iBook2 600MHz, combo (from the
late 2001 generation), fnset worked perfectly.

Anyway, if I am not mistaken, one can control this kind of
thing from within MacOS X (in the section where you can set
keyboard settings). This setting is "sticky", in the sense
that it isn't reset after a reboot.
