Okay, it looks like they've changed the name of the java dependency. java-virtual-machine-dummy provides java-virtual-machine, but tomcat depends on java2-runtime (among other choices). and an apt-cache search for java2-runtime reveals nothing, so I don't know what is up with that. You could force apt to install tomcat despite the dependencies, but I don't recommend that, as apt will try to deinstall it every chance it gets (it's very vindictive that way). The "correct" thing would be to make your own dummy package that provides java2-runtime, but I don't know enough about making debian packages to say how difficult that would be.
