Should not happen - the changes that went into -3 fixed rather long
standing bugs WRT device scanning and handling of disconnected devices.
Try updating udev, maybe the problem is related to udev. And please check
/sys/class/input* and see if the corresponding event* devices are all
present in /dev/input/.
