I can report that it works on my Mac mini.

One difference might be that I use a monitor, Nokia 400 Xa, that can
provide its supported refresh rates etc., the TV perhaps cannot.

Another reason could be the new feature in kernel, KMS, that I have
disabled, by adding a file:

/etc/modprobe.d/radeon-kms.conf

with contents:

options radeon modeset=0

That's definitely worth a try.
