Looks like most (cheap) cards of this type are based on this VIA chipset. I have some experience of similar cards on older PowerMacs with older Linux. Some of them work, some exhibit the same -110 error. It also depends on the connected USB device. In some cases removing ehci driver (using uhci instead) may help.
