I'm sorry for the confusion. The bug is referenced in the release notes because it's referenced by http://cgit.freedesktop.org/mesa/mesa/commit/?h=11.0&id=b1230e3e01f1b861ab374f7b115c1f7e4bfd0370 , but that's only the driver-independent part of the fix.
