He's exaggerating. The ppc64 port is in a very healthy shape. It's just missing a working installer at the moment because no one ever worked on it in the past.
But I have to admit, it was a long way until this worked a few years ago IIRC.
You can still just debootstrap ppc64 perfectly fine. If that didn't work, we wouldn't have functional buildds. Adrian -- .''`.
