Dear FTP Masters,

Please remove the ppc64el binaries for hipfft from unstable. It has
no reverse dependencies on ppc64el. There are reverse dependencies on
other architectures, but those are not be relevent to this removal.

This removal is necessary because hipfft depends on rocfft 6.4.3-1,
which FTBFS on ppc64el due to an internal compiler error [1]. The
missing ppc64el build is blocking migration of the new rocfft package
to testing and thereby blocking the migration of hipfft as well.

The ROCm packages on ppc64el don't work anyway due to missing driver
support and the instabilty of the compiler makes it unreasonable to
continue building the user space components on ppc64el. No one has
stepped up to fix the compiler ICE and I do not have the time or
skills to maintain the HIP language in LLVM on ppc64el myself.

In the future, if it can be shown that the ROCm driver and LLVM support
for HIP on ppc64el is stable and well-maintained, we can reintroduce
ppc64el binaries for hipfft and other ROCm packages. For now, they
should be removed so their problems do not needlessly block transitions
on other architectures.

Once hipfft is removed from unstable, it should be possbile to remove
rocfft [2].
