You have broken rc.modeler and modelersrv init scripts, which are not in
Debian.
As the log clearly shows, you have several loops which need to be broken for
the upgrade to succeed:
> insserv: There is a loop at service modelersrv if started
cups is not involved in these loops and there's nothing to fix there as cups
only reveals the problem by being the first to call insserv for a re-ordering
of the init scripts.
I'm therefore closing this bug
