on armv7l the program downloads plugins for i386 nevertheless e.g.

    hbpl1-x86_32.so: ELF 32-bit LSB shared object, Intel 80386, version 1 
(SYSV), dynamically linked, stripped
    lj.so:           ELF 32-bit LSB shared object, Intel 80386, version 1 
(SYSV), dynamically linked, not stripped
    lj-x86_32.so:    ELF 32-bit LSB shared object, Intel 80386, version 1 
(SYSV), dynamically linked, not stripped

although it should download for armhf.

Not a Debian issue. Plugin support for the ARM architecture only began
in HPLIP version 3.15.4.
