I'll ask, but maybe they don't already because graphicsmagick-imagemagick-compat does not guarantee 100% feature parity. My main point was that graphicsmagick/imagemagick is only used for those filters. In theory, if you don't have liblouis* installed, imagemagick is not going to be needed as well, which doesn't justify the hard dependency. You could put imagemagick as a recommend as well, but I always find it confusing if one feature is dependent on *both* recommended packages to be installed (sure, you can write about this in the README.Debian -- many packages do this, but it's not very friendly).
