As you know, CUPS 2.3 is licensed under Apache-2.0, and GPL-2-only software is
now incompatible. Unfortunately, cups-filters has some GPL-2-only licensed
source files (most of which are AFAIK inherited from older CUPS). This makes
the cups-filters + CUPS 2.3 combination undistributable.
Please consider relicensing the GPL-2-only source files, in agreement with the
eventual other copyright holders, to an Apache-2.0-compatible license (such as
GPL-3+, or Apache-2.0).
