My variable LANG is currently set to fr_FR.ISO-8859-1

When I run hp-toolbox in a terminal (as normal user)  I get:
No installed HP devices found (in french ...)
Error: No device found or unsupported device.

If I set LANG to C, hp-toolbox gives now:

briefly: Error: no device found or unsupported device and after that
hp-toobox works fine (almost fine)

I specify that normal user is in the groups: lpadmin, scanner, fax.

How can we fix this problem ?
