package seems to be close to empty.

You are right, the hpijs-ppds package is almost empty. The reason for this
is that HP no longer provides those PPDs in the upstream source tarball.
Unfortunately HP is no longer willing to maintain this software properly,
so we won't be told whether this was intentional or an error.
