"Export" means crossing the US border in the outward direction.  I don't
see that it matters that a non-US resident ftp-master could download the
item in question to a location outside the US as long as he does not do so.
After all, a US resident could do so just as easily.

The regulations are vestigial anyway.  No point in getting worked up about
them: pro forma compliance suffices.  I expect many other organizations are
ignoring them entirely: some may be unaware of their existence.
