Yes. This can be enforced by moving the voice tag, and greatly eased by a small $CLIENT scriptlet whch does the -v $LAST_SPEAKER +v $NEW_SPEAKER from an easy-to-type command. Maybe speaking times can also be automated by having a script automatically remove voice after the timeout expired. This is much less trouble-prone than manual de-voicing which can easily be called biased.
