According to http://lists.debian.org/debian-devel-announce/1999/04/msg00011.html the fixed chicken logo was designed by Ean Schuessler, so I guess that it should be discussed with him first. I think http://www.brainfood.com/ is his current work, but I don't know his personal site and forget his email.
