Have a look at http://www.debian.org/devel/wnpp/ You have basically two options. One is to file an RFP and wait and see if a Debian Developer is interested in it and will want to package it. If you want to be more proactive, you can create the Debian packages and become the maintainer for them yourself. Start with reading the New Maintainers' Guide. You'll need to read the Debian Policy and the Developers' Reference, too. Then, file an ITP bug and ask for a sponsor to upload the package to the Debian repository. Only official Debian developers can make uploads. You might also want to apply as a developer yourself - note that only individuals can apply, and that the process can take longer than a year.
