Except that this sentence already contains a contradiction. Uploading
a new version means a more or less full build/test/sign cycle, where
build/test might even include setting up or updating some chroots and
so on. Especially if a package did not change for some time (assuming
the NMU at least does not change an often updated package)

Except when anything in the pre/postinst/rm scripts went wrong.
Those changes are often not revertable at all as it might require
to keep workarounds.
