I think that there was no particular reason for calling the first paragraph ‘header’. The word that was picked was simply not the most accurate. The Policy uses ‘first paragraph’, and the doc-base policy uses ‘first section’, let's not add a third word for the same concept. I would recommend to stick to the vocabulary used in the Policy.
