This matches my experience. One of the CDNs we use at work does not seem to pre-replicate content world-wide (which is not too surprising, I suspect this would be a poor trade-off for them), so when I download an obscure package that none of our customers in close network proximity to me has downloaded yet from the same CDN node, I get relatively poor download rates.
