I think this is generally unproductive and leads to poor relationship
between Debian and upstreams.

While sometimes this can be true, it is also true that upstream projects often live in a bubble. In Debian, we need to make sure everything fits coherently together; hence: patching. So I'd say this isn't as bad as it looks.
