The reason is that I am as yet undecided about where to put the package. I wanted to start working on it, and so I have - for now - injected it into the Debian Med repo. But sometimes the Debian Med group decides that packs are better off in their specialized teams. I think this pack is one of those, it probably should be with the Python team.
