(I think this error means "no python3.15 numpy" not an actual pandas issue) https://salsa.debian.org/science-team/pandas/-/jobs/10304095#L1592#1141694 has a list of what breaks if we move to pandas 3, but it's quite old: I plan to update it tonight.
